ICQ enables sending messages between ICQ users even if the recipient is offline at the time of sending. ICQ attempts to deliver the message when the recipient logs on.

However under certain circumstances messages sent to offline users may not be received. Such instances include:

1. When the recipient has reached the offline message quota.
2. If the recipient has not logged on to ICQ for a certain amount of time(usually 2 weeks).
