IrCQ-Net is an IRC (Internet Relay Chat), Web based chat service provided by ICQ. No software is required to chat on IrCQ-Net, although you can use any standard IRC client to do so.
IrCQ-Net provides a way of communicating in real time with people from all over the world. It consists of various "networks" (or "nets") of ICQ servers, machines that allow users to connect to IRC. The point of IRC is to chat. You may join in public discussions in a room or talk privately to one person at a time. IrCQ-Net is a multi-user, multi-room chatting system.
