ICQ does not allow users not on your contact list users to view your ICQ status from the Web.
However, if you would like users searching for you in the ICQ Web directories and users to whom you send an email signature with your ICQ status indicator to be able to see if you are online, follow these steps:

From the Main menu choose Options.

In the Options window Privacy & Security tab in the left pane choose Privacy.

In the Privacy Options area in the right pane, check Share my status with ICQ and web users.
