You can change your ICQ skin to any one of the offered skins.
To do this, follow these steps:

From the Main menu choose Options.

In the Options window General tab in the left pane click the Tweak my ICQ option.

In the right pane, from the Select Skin drop-down list, select the skin you want.

Click OK.
