Is the content of the messages filtered by ICQ?
ICQ 6.5 and 7 filters the content of messages from people not on your contact list. The Anti-Spam filter looks for messages with abusive content, and blocks messages that meet the criteria.
Note: If you choose not to accept messages from users not on your contact list, this filter does not apply.
