Yes, you can send messages to friends even if they are offline (up to 450 characters). When your friends log on to their ICQ number, they will receive your message.
Note: In some cases, offline messages may not be received. For example, if the recipient has reached their offline message quota or if the recipient has not logged on to ICQ for a certain period of time (approximately 1 week).
