I am trying to send a message to an AIM user, but as an answer I am receiving a "Failed to send ICQ message (0304)" error.

There are 2 possible reasons for this:

The AIM user on the other end is ignoring ICQ users or blocks users not on his / her contact list.
The AIM / AOL version is either:
1. Old: An upgrade to the latest version of AOL /AIM is recommended.
2. Not supported by ICQ: The recipient is using a mobile version of AIM / AOL which is currently not supported by ICQ.
