Yes, it can. You can set ICQ to close a message during its sending.

Follow these steps:

1. Click the Main menu-> Options.
   
   
2. In the Options window click Advanced from the Advanced list on the left.
   
   
3. In the right pane check the Close the conversation after sending a message checkbox. When done click OK.
