Guidelines for Connecting to the ICQ network
  1. Non-commercial usage

    You may use the ICQ Developer Network and provide access through your product to the ICQ Messaging Network for non commercial purposes only. Any such use must be in accordance with the ICQ Developer Agreement and any other guidelines provided herein or through the ICQ Developer Network.

  2. Commercial usage

    To use the ICQ Developer Network for commercial purposes, or if your application has exceeded the Usage Limits specified below, please contact us at our business inquiries form.

  3. Permissions

    You may use the ICQ Developer Network to develop products that utilize the following ICQ functionalities:

    1. Send & receive messages, tzers, smiles
    2. Send & receive user status
    3. Send & receive user images
    4. Receive list of friends
    5. Initiate file transfers
    6. Initiate video and audio calls
    7. Change contact list details
    8. Change user details

  4. Usage limit

    If the number of users connecting to the ICQ Messaging Network exceeds 300,000 daily users, please contact us at our business inquiries form in order to become a "Licensed Partner Application" for higher traffic volume privileges. ICQ may prevent network access without further notice from un-licensed applications that exceed the usage limit specified in this section.

  5. Reporting and Key

    Each service will be required to identify itself on the ICQ network. For such purpose please contact us at our business inquiries form to obtain an appropriate key.

  6. Brand & logo usage

    You may use the ICQ logo and name solely for the purpose of providing notice to the user he is connecting with the ICQ network. You may not use the ICQ Marks in any way that indicates that ICQ certifies, endorses, approves, or supports your product. Any such use must be in accordance with the ICQ Branding Style Guide

  7. Login of users

    An option to log in to the ICQ network must be presented to all users wishing to access the ICQ network in accordance with ICQ’s documentation. Users that do not have an ICQ account may register a new ICQ account at https://www.icq.com/register/

  8. User privacy

    1. Do not collect ICQ user information or communication.
    2. Inform users in a clear manner your information practices including how you handle user information.

  9. Law compliance

    You shall comply with all applicable laws and shall not infringe on the rights of any third party including, without limitation, any intellectual property rights.

  10. Restrictions

    You may not do the following:

    1. Spam ICQ users or otherwise send or enable the sending of unsolicited mass messages through the ICQ network.
    2. Take any actions that may cause harm to the ICQ network in any way.
    3. Mislead users in any manner.
    4. Violate or induce a third party to violate ICQ policies or encourage conduct that would violate any criminal laws, any other laws, or any third party rights. Sell, rent, lease, sublicense, or otherwise transfer rights of ICQ tools to any third party.
    5. Remove or alter any trademark logo or other proprietary notices.
    6. Systematically extract information from the ICQ directories and database.
    7. Publish, distribute or enable the publishing and distribution of malicious, harmful, illegal or pornographic content to any location on the ICQ network, including, user profile and skin backgrounds.
    8. Manipulate URL referencing in a communication. They should direct to the original address in which the user intended to point.
    9. Modify any communication delivered through the ICQ network.
    10. Send messages to or on behalf of any users; make any changes to their information; add non-standard metadata to their communication or otherwise take any actions on their behalf without the user’s explicit prior consent.

  11. Technical support.

    ICQ may provide certain technical support related to use of the ICQ Developer Network. You may be required to accept additional terms (i.e. NDA) prior to receiving any such support. For more information please contact us at our business inquiries form.

  12. Public Relations

    ICQ may use your name and marks in public relation communications that are issues by ICQ from time to time.
