For contacts that you're actively exchanging messages with, ICQ offers the "floating contacts" feature.

This feature lets you see a conversation partner's status and send messages to him or her without opening your full contact list.

To make a contact float, click on the user's name and drag him or her wherever you want on the screen.

Floating contacts are displayed on top of all other windows.

If you no longer want a contact to float, click and drag him or her to the contact list, or right-click on the floating contact and select "Remove".

You can also adjust the transparency of floating contacts. To do this, right-click on any floating contact and select "Transparency..". 

Select the desired transparency level in the window that opens (the lower the value, the more transparent the contact will be) and click "ОК".
